Below is correspondence from Town Councilman Joe Visconti to Town Manager Jim Francis.  Councilman Visconti has given permission for this letter to be posted on the WHTA webpages, as we are also very interested to know the answers to these questions.

Here are some questions from some very concerned residents and taxpayers; can you forward me answers immediately, especially number 1 and 4?

 

Also can you let me know what your policy is regarding sharing my past email requests to you and your responding to my requests by including all the Council Members on the responding email? I understand I am not receiving/attached to all emails when other councilors request data.

 

1. Who/what Town Employees have Town issued credit cards, where is the paper trail, what are the limits? How can the public see what is being charged by town employees including reimbursements, travel, etc., for every department? How/when can the data be uploaded to the Towns website under each department for transparency purposes and/or made readily available without delays or FOI requests?

 

2. How many free meals are served each week to any town employee, Councilor, Board of Ed Superintendent, Member, teacher, administrator or employee? How much does it cost and where can the data/department charged be found immediately?

 

2a. Also if any meals are donated to any Town or Board of Ed Employee/Board Member/Councilor from other private groups/business's/individuals where can data for this activity be found?

 

3. How much does it cost to keep the lights on all night at town hall and what is the setting on the heat/air conditioning for all Town Buildings overnights/weekends/vacations?

 

4. Why are there more computers than employees, how many laptops does the town and Board of Ed own/purchasing this year what's the bidding process and who has been invited/selected to be the vendor for computers? How many vendors are being included in the average RFP's ( What is the minimum vendor limit before granting contracts) for all departments including Board of Ed and how many vendors have multiple year contracts?

 

5. How is copy machine paper/use counted and controlled for Town Business only, including the Board of Ed, who is the vendor for supplying the Town and Board of Ed?

 

6. Why are free coffee and soft drinks available in almost every room in town hall, what's the cost and policy?

 

7. When will leisure services be self sustaining?
